Gérard  Latulippe

Gérard Latulippe was named President of Rights & Democracy in early March, 2010, and officially assumed his duties on March 29. Prior to his appointment, Mr. Latulippe served as Resident Director in Haiti for the Washington-based National Democratic Institute (NDI). Before that, he was NDI's Country Director in Morocco and its senior representative in the Maghreb region.

With an international career spanning more than two decades, Mr. Latulippe has acquired extensive professional experience in the field. He spent nearly 10 years with Québec's International Relations Ministry. He is a former Québec Delegate General to Brussels, where he was responsible for relations with the European Union and Benelux and also served as Québec's Delegate General in Mexico.

Mr. Latulippe was also active in provincial politics, as a Member of Quebec's National Assembly from 1985 to 1989 and as a Solicitor General of Québec. Before entering politics, he practised law, specializing in administrative and labour law.

Mr. Latulippe studied law at Université de Montréal and was admitted to the Québec Bar in 1967. He also holds a graduate diploma in administrative studies from Université de Montréal and completed his studies for a Master's degree in International Politics at Université Libre de Bruxelles.
